What would you recommend for a beginner hacker? Kali or Parrot mate?

none tbh

Go with something basic than directly into pentesting distribution

mint choose it … don’t look for other options
When you are able to use other options you won’t be asking this question then…

and no none kali and parrot i won’t recommend those to any newbie unless until u have curiosity about them or are not afraid of making mistakes

A beginner friendly distro like proff said mint it’s a very good distro to get started with.
